At Speed Hookah LLC, we prioritize speed, quality, and strict adherence to federal and state laws. Because we sell regulated tobacco and vaping products, our shipping procedures are legally distinct from standard e-commerce sites.
By placing an order with us, you agree to the terms outlined below regarding the PACT Act, Adult Signature Requirements, and Delivery Liabilities.
1. PACT Act Compliance & Carrier Restrictions
In compliance with the Prevent All Cigarette Trafficking (PACT) Act and USPS regulations, Speed Hookah LLC cannot ship vaping products or smokeless tobacco via the United States Postal Service (USPS).
- No PO Boxes / APO / FPO: We cannot ship regulated products to Post Office Boxes or military bases. You must provide a physical residential or commercial street address.
- Specialized Carriers: We utilize a network of private regional carriers (e.g., GLS, LSO, X Delivery) that specialize in the compliant transport of age-restricted products. Tracking updates for these carriers may differ slightly from standard national carriers.
2. Mandatory Adult Signature Required (ASR)
Federal law requires an Adult Signature (21+) for every single package containing tobacco or vaping products.
- ID Check at the Door: The delivery driver is legally required to check a valid government-issued photo ID to confirm the recipient is 21 years or older.
- No “Leave at Door”: Packages will never be left on a porch, in a mailbox, or with a minor. If you are not home, the carrier will not leave the package.
- Business Deliveries: We strongly recommend shipping to your place of business if you cannot be home during the day to sign for the package.
3. Processing Times & Age Verification
- Age Verification: Before your order is packed, your identity is verified via our third-party system (BlueCheck/Veratad). If automatic verification fails, you will be asked to upload a photo ID. Orders will not be processed until age is confirmed.
- Processing Time: Orders typically process within 24-48 business hours pending verification.
- Shipping Time: Once shipped, transit times via our private carrier network generally range from 3 to 8 business days, depending on your location relative to our South Florida fulfillment center.
4. Failed Deliveries & Restocking Fees (Strict Policy)
We operate on a strict “You Order, You Sign” policy. Shipping age-restricted products is expensive and logistically complex.
If a package is returned to Speed Hookah LLC for any of the following reasons:
- Failure to provide an Adult Signature (customer not home after max attempts).
- Underage recipient (unable to present 21+ ID).
- Incorrect/Insufficient Address provided at checkout.
- Refusal of Package by the customer.
The following fees will be deducted from your refund:
- Original Shipping Costs: Non-refundable (even if you received “Free Shipping”, the actual cost we paid to the carrier will be deducted).
- Return Shipping Fee: The cost charged by the carrier to transport the package back to us.
- 25% Restocking Fee: A flat 25% administrative fee based on the subtotal of the products to cover handling, age verification costs, and restocking.
Example: If you order $100 worth of goods and are not home to sign, you may receive a refund of only ~$60 after fees. Please ensure an adult is available to receive your package.
5. Route Shipping Protection (Liability Disclaimer)
Speed Hookah LLC is not liable for packages lost, damaged, or stolen in transit once they leave our facility.
- With Route Protection: We highly recommend selecting Route Shipping Protection at checkout. If your package is lost, stolen, or damaged, Route will replace it immediately at no cost to you.
- Without Protection: If you opt out of Route, you assume full responsibility for the package once it is handed to the carrier. Speed Hookah LLC will not issue refunds or replacements for lost or stolen packages if insurance was declined.
6. State Restrictions
We do not ship to states or jurisdictions where online sales of our products are prohibited (e.g., Utah, Arkansas, Maine, Vermont, and specific localities with flavor bans). Our checkout system will automatically block orders to restricted zip codes. It is the buyer’s responsibility to know their local laws.
